JOB SUMMARY
The Research Coordinator will assist in the co-ordination, design, development, implementation, and monitoring of ICC’s work in protecting and advancing the rights and interests of Inuit in Inuit Nunaat – the circumpolar Inuit homeland. This position will act as a liaison between the four ICC offices, various government departments, academics and Inuit organizations on research and policies related to the responsible areas.
KEY ACCOUNTABILITIES
PLANNING AND COORDINATION
- Prepare work plans for specific areas of responsibility assigned by the Project Leader;
- Coordinate ICC-wide research initiatives as required.
- Participate on the national working group and committees, including meetings and events;
- Coordinate and facilitate partnerships with regional, national and international stakeholders;
- Coordinate and facilitate work with external contractors;
- Assist in the development of budgets and prepare funding proposals, as required;
- Participate in policy and project working groups;
- Identify and pursue issues and funding opportunities pertaining to Inuit self-determination in research for managerial consideration;
- Assist in the development of strategic, operational and project plans; and,
- Manage projects to ensure completion of all activities as identified in the work plan.
RESEARCH
- Assist ICC project staff with their research needs, as required;
- Assist with the identification and prioritization of key research issues related to policy on assigned or potential projects;
- Conduct internal and external consultation with Inuit organizations on key international research files as required;
- Conduct research on priority topics, as required;
- Attend research conferences and symposiums as required;
POLICY
- Monitor and analyse developing external trends, policies, programs and issues with actual or potential impact on Inuit self-determination in research;
- Identify need for board level international policy;
- Formulate international policy options and recommendations;
- Communicate with regional organization on international research opportunities and research projects, as required;
- Work closely with ITK staff and IQNC; and,
- Participate in the review and formulation of international policy, as required.
COMMUNICATION
- Draft, edit and produce reports, studies, position papers, policy statements and other documents;
- Coordinate within ICC to prepare any media relations and promotion activities; and,
- Report as required to the Project Leader.
ADMINISTRATIVE
- Establish and maintain policy and research records and systems, including internal and external requests, as required.
REPRESENTATION AND RELATIONSHIPS
- Represent ICC in meetings and conferences or on committees and working groups as assigned by the Project Leader. This will include task forces or working groups struck from time to time.
- Must be able to work both independently and co-operatively with a variety of individuals and groups, including government, the National Inuit Organization (ITK) and land claim organizations;
- Must be able to foster strong working relationships with relevant international and national partners.
Performs other duties as assigned.
QUALIFICATIONS
KNOWLEDGE AND SKILLS
- Self-motivated and directed;
- Good organizational and analytical skills;
- Effective communication skills (oral and written),
- Ability to work co-operatively with a variety of individuals and groups;
- Ability to analyze and interpret policy, legislation and regulation;
- Sensitive to local, political and cultural aspirations;
- Computer skills in Microsoft Office (Word, PowerPoint, Excel and Access), Internet e-mail; and,
- Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);
EXPERIENCE
- Extensive knowledge and understanding of Inuit culture and language issues, including working knowledge of Inuit land claims agreements, governance structures, and Inuit priorities related to research;
- Policy review and analysis;
- Program development and evaluation; and,
- Consultation protocol
- Financial/budget management experience; and,
- General research and policy development experience
EDUCATION
- Minimum of two years of policy/project management experience; or
- A degree or diploma in a relevant discipline, combined with one year of policy/project management/research coordination experience;
OTHER INFORMATION
- Occasional travel and regular meetings;
- Politically sensitive issues may become stressful;
- Operational direction is provided by the Project Leader;
- Intensified timelines when workload is large; and,
- Frequent short notice deadlines.
