The Research Manager will lead the design, development, implementation, and monitoring of ICC’s work in protecting and advancing the rights and interests of Inuit in Inuit Nunaat – the circumpolar Inuit homeland. The Research Manager will work closely with academic institutions to support and advance important research. This position will facilitate efforts between the four ICC offices, various government departments, academics and Inuit organizations on research and policies related to the responsible areas.
Key Responsibilities:
PLANNING AND ENGAGEMENT
- Develop work plans for specific areas of responsibility assigned by the Executive Director.
- Assist in the development of strategic, operational and project plans as required.
- Liaise with policy leads across ICC Canada to support research requirements for specific projects or policy areas.
- Represent ICC in meetings and conferences or on committees and working groups as assigned by the Executive Director. This will include existing or new task forces or working groups.
- Maintain strong working relationships with a variety of individuals and groups, including government, the National Inuit Organization (ITK), international and national partners and land claim organizations.
- Conduct internal and external consultation with Inuit organizations on key international research files as required; maintain a strong working relationship with ITK staff and IQNC to understand and coordinate efforts on similar research initiatives.
- Manage projects and research initiatives to ensure completion of all activities as identified in the work plan.
- Facilitate and coordinate ICC-wide research initiatives
- Participate on the national working group and committees, including meetings and events;
- Engage in and create strong partnerships with regional, national and international stakeholders.
- Source and oversee the work of external contractors.
- Prepare annual budgets; track and report on departmental budgets
- Prepare funding proposals that support research and ICC initiatives, as required; identify and pursue issues and funding opportunities pertaining to Inuit self-determination in research.
- Participate in policy and project working groups.
RESEARCH & POLICY
- Conduct research on priority topics, as required.
- Attend research conferences and symposiums as required.
- Monitor and analyse developing external trends, policies, programs and issues with actual or potential impact on Inuit self-determination in research.
- Identify need for board level international policy.
- Formulate international policy options and recommendations.
- Communicate with regional organizations on international research opportunities and research projects, as required.
- Participate in the review and formulation of international policy, as required.
- Establish and maintain policy and research records and systems, including internal and external requests, as required.
COMMUNICATION
- Draft, edit and produce reports, studies, position papers, policy statements and other documents.
- Support ICC to prepare any media relations activities, press releases etc. that pertain to assigned projects or policy areas.
MINIMUM QUALIFICATIONS
- A degree or diploma in a relevant discipline i.e., general sciences, marine sciences combined with five years of policy/project management/research coordination experience; OR
- Completion of Grade 12 or equivalent with a minimum of 7 years of relevant work experience in a similar role.
KNOWLEDGE AND SKILLS
- Self-motivated and directed;
- Good organizational and analytical skills;
- Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);
- Ability to work co-operatively with a variety of individuals and external stakeholders;
- Ability to analyze, interpret and develop policy.
- Ability to conduct and analyse general research.
- Sensitive to local, political and cultural aspirations.
- Computer skills in Microsoft Office (Word, PowerPoint, Excel and Access), Internet e-mail; and,
- Extensive knowledge and understanding of Inuit culture and language issues, including working knowledge of Inuit land claims agreements, governance structures, and Inuit priorities related to research.
- Strong knowledge of Program development and evaluation and Consultation protocol
- Solid budget development and management skills.

- ICC provides a hybrid in office and work from home environment.
- Long periods of sitting at a desk in front of a computer.
- Occasional travel and regular meetings;
- Politically sensitive issues may become stressful;
- Operational direction is provided by the Project Leader;
- Intensified timelines when workload is large; and,
- Frequent short notice deadlines.
